Energy Expert JOHNSTONE CHIKWANDA says the shortening of approval processes for procurement of Power Purchase Agreement -PPA- with ZESCO to 10 days in some cases is a huge milestone in the sector.
Dr. CHIKWANDA has also welcomed the announcement by the President on the shortened approval and amendments to certain laws to shorten the regulatory approval processes.
He has however noted the need to also improve funding to the institutions dealing with various approval stages such as local councils, Zambia Environmental Management Agency -ZEMA- and Energy Regulation Board -ERB.
Dr. CHIKWANDA says ZEMA and ERB have customer service charters which stipulate timeframes for discharging their mandate.
He says despite the two institutions having stipulated timeframes in which to conclude certain approvals, they have been failing in most cases to operate within the time frames.
